Skills for Unemployed and Underemployed Labour (SkillFUL)
SkillFUL Project focuses on improving the earning capacity of the labour force in the informal economy. The project utilises participation of training service providers, business and industries, government organisations, local authorities, community leaders, professionals in skills development, and local elites during design to evaluation stages of marketable, flexible & affordable skills training programmes. Primary concern and direction of the project is to build career of the trained people by giving them relevant skills training and offering post training support services viz. certificates and job placements through training service providers and recruitment agencies. SkillFUL project is jointly funded by the Swiss Agency for Development and Cooperation (SDC) and the European Union (EU).

Who does the project work with:

The project is being implemented by Swisscontact as lead agency in collaboration with Centre for Mass Education in Science (CMES) in six districts of Bangladesh (Dhaka, Kurigram, Bogra, Nilphamari, Sunamganj and Jessore). Target groups of this project include around 20,000 labour force in the informal economy, particularly youth, women, people with disabilities (PWDs) and training service providers (Public, Private, NGOs and Associations). Final beneficiaries of this project are enterprises in the informal economy, household consumers, financial institutions and Government of the People's Republic of Bangladesh.

What does the project do:

The overall objective of the project is to contribute to increased employability and income of the poor working in informal economic sectors in Bangladesh thus contributing to the achievement of MDG 1/Target 1B: decent employment for women, men, and young people. Specific objectives of the project is to improve opportunities for sustainable income generation for the labour force in the informal economy through:

  • Participation of relevant stakeholders
  • Flexible, relevant and affordable trainings
  • Certification and recognition of the trainings
  • Employment information system (job placement, self-employment and continuous career development)

    How does the project work:

    The intervention strategy strongly focuses on a multi-stakeholder approach with particular emphasis on involvement of private sector and articulation of project activities with the overall skills development system and landscape in Bangladesh. Major project activities include:

  • Strengthening capacity of training service providers
  • Supporting the development of relevant training for the labour force in the informal economy
  • Promoting better information systems in the labour market
  • Facilitating training programmes to selected target groups as per the needs assessed
  • Supporting qualifications, testing and certification to the trained
  • Facilitating job placement services and provisions of continuous career development services
  • Facilitating linkage of trainees and training service providers with financial institutions

    Expected outcomes (in the project areas):

  • The informal economy actors and formal Technical and Vocational Education and Training (TVET) institutions are capable to cooperate and contribute effectively to the development of an approach addressing the skills need and training gaps among the informal economy labour force
  • Flexible trainings responding to the demand in informal labour market and to the learning capacity and patterns of the informal labour force as well as skills recognition/certification systems are in place
  • Target groups benefit from diversified accessible training opportunities delivered by training service providers and outreach centres
  • Employment support services attuned to the needs and are in use by the beneficiaries including job placement support, business start-ups, and improved local informal labour market information
  • Scale-up model for wider dissemination is developed

    Budget and timeframe:

    Total budget for the Phase 1 (2011-2014) of the project is CHF 4.5 million. SDC’s contribution during this period will be CHF 2 million.
