Who does the project work with
The project is implemented by the Directorate of Technical Education (DTE) under the lead of the Ministry of Education (MoE) of Bangladesh. Links with relevant government agencies, e.g. the Bangladesh Technical Training Board (BTTB), are established. Partnership is developed with industries and NGOs. The Technical and Vocational Education Training system, including service providers and service receivers, benefit from the project.
What does the project do
The Skills Development Project works to strengthen the capacity of the Technical Vocational Education and Training system by making it more responsive, flexible, demand-driven, and inclusive towards serving the disadvantaged population, specifically the poor and those who have not completed Class VIII.
The project creates the necessary inter linkages between the technical vocational institutes, the industries and the non government agencies who are involved in providing technical skills training and employment.
How does the project work
The project a) enhances the relevance of and access to Technical Vocational Education and Training (TVET) programmes by developing competencies, standards, assessment tools, and curriculum in partnership with industries in the Ready Made Garments (RMG), light engineering, construction and informal sub sectors; b) improves the capacity for good quality TVET delivery by strengthening the teacher’s training and training delivery system. It focuses on decentralisation by establishing eight regional offices with teacher training cells; c) increases the delivery of relevant skill training within specific sub sectors and in poor communities. A Gender Action Plan is being implemented to mainstream gender within the Skills Development system. The project also works in collaboration with other ongoing initiatives of other agencies, e.g. the European Commission (EC)-ILO TVET Reform project which focuses on TVET policy reforms and the WB supported Skills Training Enhancement Project (STEP).
Where does the project work
The project is being implemented in 4 divisions of Bangladesh- Dhaka, Chittagong, Rajshahi and Khulna, in partnerships with industries and non governmental agencies.
Budget and Timeframe
The total budget for the project is USD 66.7 million. For the first phase from 1st June 2008 - 31st May 2013, SDC contributes CHF 7.6 million. ADB will provide a soft loan for the project; the rest will be provided by Government of Bangladesh.
