Support to the National Emergency Response Capacity

Background 

The CoES - Committee of Emergency Situations and Civil Defense under the Government of Tajikistan has the responsibility for the national management and coordination of relief assistance in emergencies. The CoES is also, among other things, responsible for the development and implementation of measures aimed at prevention of and preparedness for emergency situations.

The CoES department for Search and Rescue operations “Centrospas” is a professional rescue unit with specifically trained staff. “Centrospas” is based in Dushanbe and responds to emergencies throughout the country. 

Goal

The overall goal of the project is to strengthen the national disaster response system in Tajikistan at all levels. 

Objectives

- Strengthening of the institutional arrangements and legislation for disaster response.

- Enhancement of the disaster response system in Tajikistan.

Project implementation 

The project is a co-funding endeavor between SIDA, UNDP and SDC and is implemented by the Swedish Civil Contingencies Agency (MSB) and UNDP-Tajikistan in close collaboration with the CoES.

A special Working Group on Institutional Arrangements and Legislation harmonization will be formed from representatives of all project stakeholders.

The Working Group will produce recommendations and working documents for further submission to the legislative level and implementation.

The technical experts and international consultants will provide specialized technical assistance and advisories to the CoES.
