Small Actions Credit Line
Small Actions Credit Line

Due to the policy of SDC/SECO to focus on key domains of cooperation, it has often proven difficult to support funding requests for activities not covered by ongoing focal projects. In this view, the Small Actions Credit Line is a tool that enables the Cooperation Office to support quickly and non-bureaucratically valuable and important initiatives.

Maximum budget limit per project: EUR 12'000
Time period for projects: maximum 12 months

The Swiss Cooperation Office in Kosovo through the Small Actions Credit Line is targeting two different kinds of stakeholders:

  1. Grassroots civil society organizations and NGOs that implement projects and initiatives that contribute to social inclusion and improved livelihood of vulnerable and/or marginalized groups;
  2. Artists and cultural organisations that implement cultural projects and initiatives.

Areas of support for Small Actions Credit Line:

  • Grassroots projects and initiatives that contribute to social inclusion and improved livelihood of vulnerable and/or marginalised groups;
  • Cultural projects and initiatives;
  1. Priorities for Small Action Credit Line - Social inclusion:
  • Contributing to social inclusion and better livelihood of disadvantaged children and youth (in particular children of ethnic minorities; children from poor families; girls residing in rural areas);
  • Contributing to social inclusion and better livelihood of rural women;
  • Contributing to social inclusion and better livelihood of members of Kosovo RAE community;
  • Contributing to social inclusion and better livelihood of people with special needs (in particular people with disabilities or people living with chronic and malignant diseases).

Eligibility criteria 

Eligible projects must:

  • Directly benefit at least one of the vulnerable groups;
  • Take place in Kosovo;
  • Provide own contribution to the budget (in cash or in kind);
  • Respect financial, management and legal norms;
  • The same project cannot be supported more than two times in a row;
  • Each organisation or institution can apply only with one project at a time.

Exclusion criteria

The Small Actions Credit Line will not be used to finance:

  • Individuals (individual beneficiaries);
  • Private businesses;
  • Study tours abroad;
  • Scholarships;
  • Charity events;
  • Purchase of material exclusively;
  • Contribution to medium and large-scale projects/programs;
  • Planning and evaluation activities;
  • Resubmissions;
  • Incomplete files;
  • Requests over 12'000 Euro;
  • Running costs of a public institution or governmental bodies.

   2.     Priorities for Small Cultural Actions

  • building the professional capacity of artists or cultural organisations, especially young or emerging practitioners;
  • developing cultural debate within society;
  • supporting innovative cultural creation;
  • extending equal opportunities and human rights by supporting cultural diversity.

Eligibility criteria
Eligible projects must:

  • Directly advance at least one priority area;
  • One-time events (exhibitions, publications, stage productions, concerts, conferences, debates);
  • Target a public audience;
  • Take place in Kosovo;
  • Provide own contribution to the budget (in cash or in kind);
  • Respect financial, management and legal norms;
  • The same cultural project/initiative/event cannot be supported more than two times in a row.
  • Each organisation or institution can apply only with one project at a time.

Exclusion criteria
Projects must not be:

  • Resubmissions;
  • Incomplete files;
  • Requests of over 12'000 Euro;
  • From political party affiliated, religious or military organisations;
  • For running costs of a public institution or governmental bodies;
  • For formal education or scholarships;
  • For infrastructure, building costs and cultural heritage;
  • Discriminatory or anti-democratic in content;
  • For exclusively commercial activity.

Applicants shall have adequate organisational structures and be registered in Kosovo.
