The Forum Programme in Bulgaria was launched in 2000 to promote decentralization and improve grass-roots participation in local affairs. The forums dealt with technical issues or specific themes such as culture, youth, tourism or encouraging sport, creating a framework for contacts between citizens, government bodies, companies and non-governmental organizations. They provided a standardized format for structured dialogue designed to establish plans, strategies and/or new institutionalized planning processes as well as recommendations for government, project preparation and an implementation monitoring system. Publications and films (on DVD) in English and Bulgarian capitalized on the programme's very positive experiences.
