Hazardous Waste Management Project in Nam Dinh

Project Location: Nam Dinh Province

Background:

The second phase of the hazardous waste management project in Nam Dinh Province, which is a follow-up of Phase 1 (08/2003 – 04/2007), is aimed at implementing the Hazardous Waste Management Strategy and Regulations that were developed in Phase 1.  This includes establishing a Hazardous Waste Management Unit in the Department of Natural Resources and Environment, the selection and training of staff for the Unit, inventory of hazardous wastes in industrial parks, the design and construction of a hazardous waste transfer station and the development of an associated collection system.  The project will also continue to develop the capacity of SME’s to implement cleaner production initiatives and to complete the implementation of a cleaner production and waste minimization project in Van Chang craft village as well as one additional craft village to be selected during the first year of the project.

Overall Goal:

Enhancing the capacities of DoNRE and related departments, mass organisations and public and private enterprises to implement the Hazardous Waste Strategy  and contribute to the implementation of the Human Health and Environmental priorities identified in the Strategy.

Current Objectives:

Enhancing the capacities of DoNRE, other departments and ND institutions and develop the infrastructure necessary to implement the Hazardous Waste Management Strategy in the province.

Contributing to the implementation of the Van Chang Craft village subproject and develop a model to transfer the lessons learned to other provinces and the national government thus raising the developmental impacts of HWMP to a higher level.

Approaches:

The second phase will focus on the establishment of a competent Hazardous Waste Management Unit concurrent with the construction of a Hazardous Waste Transfer Station that will provide the province with a capacity to effectively manage the collection, treatment and disposal of hazardous wastes.

It will continue to provide technical assistance and incentives to industry and craft villages to adopt cleaner production technologies that bring about a double benefit by increasing the economic efficiency in their operations while at the same time reducing the amount of hazardous wastes.

Results Achieved and Expected:

Phase 1 of the project produced a very pragmatic and highly regarded Hazardous Waste Management Strategy which will form the basis to guide the implementation of Phase 2 of the project.  It is anticipated that by the end of the project will:

  • A functioning Hazardous Waste Management Unit in the Department of Natural Resources and Environment;
  • A collection and temporary storage and transfer facility;
  • A widespread adoption by the industrial sector of the basic cleaner production programmes;
  • A model for waste reduction and disposal practices for craft villages in the province.

Highlights:

Phase 1 of the project resulted in a strong commitment by the Province for the implementation of a Hazardous Waste Management Programme.  Evidence of this commitment was the formal acceptance of the Hazardous Waste Management Strategy and the agreement by the Province to provide land for the transfer station to be constructed during Phase 2. 

At the village level, the contribution by the residents of Van Chang craft village towards improving the environment of their village and through the implementation of cleaner production and waste minimization practices sets the stage for the development of a model that can be replicated in other craft villages in the Province.
