Mozambican health indicators are among the most alarming in Africa: infant mortality rate is at 124 per 1000 live births and child mortality rate at 178 per 1000 live births. The maternal mortality rate is considered one of the highest in the region (408/100.000 live births).

In relation to HIV and Aids, Mozambique is among the most affected countries of the world. Besides, other diseases such as tuberculosis and malaria are factors of great carnage. To make it worse, the country faces serious shortage of health workers to meet the increasing demand for health care.

Switzerland has been supporting government’s health programs since 1987. While the strategic guidelines have changed, the fundamental objectives guiding our action remained the same: contribute to improving health of the population, while paying special attention to the equity of access, quality of health care services, and the improvement of the efficiency and effectiveness of public financial management.

 

Imbedded in its Poverty Reduction Strategy (PARPA), the Government of Mozambique has developed an ambitious Health Sector Reform program, which is supported by a Sector-Wide Approach (SWAP). The Swap is based on the MoH's strategic plan and governed by a set of rules and mutually agreed performance indicators. It provides a mechanism for the MoH and its almost 30 partners that enables a structured dialogue and a yearly performance assessment.

Switzerland played a prominent role in the establishment of the health Swap and continues to participate as an active and trusted partner.

 

Besides, Switzerland aims at developing and testing of new approaches in the area of community-based health, outreach services and community health workers through capacity building process based on community participation and empowerment of civil society.

It will also support the MoH in its efforts to strengthen service delivery at the district level by piloting capacity development and feeding the lessons learnt into the macro level.
