Switzerland’s Humanitarian Cooperation Programs in the North Caucasus 2000 – 2009
Overview

The Swiss Agency for Development and Cooperation (SDC) started its activities in the North Caucasus in the year 2000. Since then the overall objective of SDC activities in the region is to improve integration and living conditions for the most vulnerable populations affected by conflicts and natural disasters. Programs focus on three activity lines:

(1) Strengthening of the health system regarding prevention of infectious diseases, in particular TB, HIV/AIDS and other sexually transmitted diseases (STDs)

(2) Integration of IDPs and refugees with durable housing in Ingushetia and North Ossetia

(3) Rehabilitation of social infrastructure, in particular schools, in Chechnya.

The annual budget of 5 Mio. USD (2009) is used for bilateral and multilateral programs, the latter including contributions to UNHCR, UNDSS, and ICRC. Activities cover the republics of North Ossetia, Ingushetia and Chechnya.

Medical and Health Program in North Ossetia, Ingushetia and Chechnya

med_1.jpgSDC’s medical and health program was initiated in September 2001 in North Ossetia in partnership with the local Ministry of Health (MoH). Focusing on laboratory diagnostics and AIDS prevention, the program was extended in its second phase (2003-2004) to Ingushetia and Chechnya. Objectives include reduction of morbidity and mortality of infectious diseases such as AIDS, viral hepatitis B and C, sexual transmitted diseases, tuberculosis, and increase of preparedness of local health structures to potential future epidemics. Over the last 5 years numerous participatory activities were implemented in order to increase knowledge and awareness among teenagers and general population concerning HIV/AIDS. Various leaflets, and posters were produced and widely disseminated in close cooperation with the Ministries of Health and the AIDS centers in North Ossetia, Ingushetia and Chechnya.

Since 2006 three trams especially painted with AIDS prevention slogans are circulating in the streets of Vladikavkaz. Billboards, focusing on HIV/AIDS prevention are visible in Nazran and Vladikavkaz.

With SDC support a first international conference was organized in 2007 with world leading experts from the International Society for Internal Medicine. Over four hundred medical specialists from North Ossetia, Ingushetia, Chechnya and other parts of the North Caucasus attended this conference, which was held at the State Medical Academy in Vladikavkaz

Durable Housing solution:

DUSO Ossetia

As a consequence of the Georgian-Ossetian conflict 1991-1992, thousands of mainly ethnic Ossetian refugees fled across the Georgian-Russian border to North Ossetia. Many still live in sub-standard conditions either in private accommodation or in public places, such as hostels, schools, administrative buildings or emergency shelters.

As of May 2009, there are still more than 24’000 refugees and forced migrants from South Ossetia, including around 2’700 who are accommodated in over 40 collective centers and emergency shelters throughout North Ossetia. The conditions of the collective centers and temporary shelters are very often extremely sub-standard and often lack basic facilities. The collective and emergency centers accommodate the most vulnerable persons.

The aim of the SDC program is to provide refugees and forced migrants living in collective centers with permanent housing solutions for their durable integration. This is achieved by rehabilitating some collective centers, public buildings and apartments. The present program is carried out in close co-operation with the authorities and with full support of UNHCR. Two collective centers have been fully rehabilitated for a number of 53 families in Alkhanchurt and Alagir. Another collective centre with 57 apartments is currently under rehabilitation in Vladikavkaz.

Beslan project:

In the Beslan school hostage crisis in September 2004 over 1’200 schoolchildren and adults were held captive at the town’s school No. 1. Most of the hostages were under the age of eighteen. More than three hundred people were killed, mainly children. Over 800 victims were injured. In the aftermath of the disaster SDC concluded that a mid to long-term psychological support program should be provided. Therefore a psycho-social service in the Sports center of Beslan was initiated by SDC in September 2004. The program was implemented by local therapists of the psychological and educational Centre “Doverie” of Vladikavkaz. World and Olympic champions from North Ossetia were providing special master classes for the children and youth of Beslan in the frame of the SDC sports program in 2005.

Over 3’500 children attended the sports program, and over 800 children were involved in the psychosocial program including art and play therapy from 2004 until the end of 2007. The program was open for all children in Beslan.

A quality back-up was provided by the University of Zurich.

Sport, Education and Resilience Building for Children of Beslan in the Mountains of Tsey, North Ossetia

TSEY_1.jpgSDC initiated a unique project, which links education, sports and resilience-building activities for Beslan children and youth in the mountains of the region. Main topics are: education and training courses on safe climbing and skiing, first aid, disaster preparedness, basic safety rules in emergency and natural hazards conditions, etc. SDC integrated in this program local partner institutions “The North Ossetian Search and Rescue Service (EMERCOM)” and for psycho-social support “Doverie”, who accompanied the groups of children and youth and provide art and play therapy. Moreover, lectures on HIV/AIDS, drug prevention and healthy life style were included into the program.

In addition, excursions for handicapped victims – children, youth and adults – of Beslan were organized to Tsey. This program was implemented during the official school holidays. Every week a group of 15 children from Beslan participated in this education and sports program. Since 2005 40 groups with 600 children from Beslan have been in Tsey. The program was financed by the Swiss government with contributions of the Cantons of Geneva and the foundation “Rainbow” of Ticino..

Horse Riding in Beslan

Horse Riding

In July 2005 a new module of horse riding was initiated by SDC in Beslan. The goal of the program was to accelerate convalescence of children and youth of Beslan and subsequent social rehabilitation through horseback riding training combined with psychological support. Since 2005 over 250 children from Beslan attended this program.

High Mountain Hazard Prevention Program:

karmadon_1.jpgOn 20 September 2002 the Kolka glacier collapsed in the Karmadon gorge in North Ossetia causing the death of more than one hundred people. The program was launched in 2003, as a result of a mission carried out by experts of University of Zurich Department of Geography,. The main project goal was to support the government of the Republic of North Ossetia in revealing the causes of the catastrophe. The project further aimed at the prevention of possible future high mountain hazards in the North Caucasus and to enhance international cooperation in this field. Since the beginning of the project significant results have been achieved in the field of high mountain hazard prevention. Modern monitoring instruments were acquired and installed, such as two non-attended meteorological stations equipped by autonomous power sources, two non-attended hydro posts for the monitoring of the dammed lake river discharge control. An international conference on high mountain hazard prevention was organized in June 2003 in Vladikavkaz. Thanks to a close and fruitful co-operation between North Ossetia and the University of Zurich in Switzerland, new solutions were developed on effective management of the hazards in order to reduce the risks and increase the safety for the local population. Several reciprocal visits of Swiss and North Ossetian experts contributed to exchange of know-how and to adapted approaches for the hazard problems in North Ossetia. This project gave the start to constructive cooperation between North Ossetia and Switzerland. In the frame of it the first Russian methodology for hazard mapping for mountain areas as well as the first hazard map of Tsey Gorge has been elaborated.

Ingushetia

Durable Solution Ingushetia

DUSO Ingushetia

As a result of the population displacement from Chechnya during the hostilities 1995-1996 and from 1999-2002, some 250’000 internally displaced persons (IDPs) have settled in the neighboring Republic of Ingushetia and beyond. As of spring 2003, a total of 30’000 IDPs announced that they would like to integrate in Ingushetia. In 2003 SDC started to implement an integration program for IDPs who are not planning to return to Chechnya. This program is implemented in close cooperation with the authorities of Ingushetia. The government is responsible for the allocation of land plots and infrastructure as well as for administrative procedures for necessary permits for the execution of construction works. The construction of houses and infrastructure within the land plot limits is financed and carried out by SDC. The overall goal of the program is to provide Durable Housing Solutions (DUSO) for the most vulnerable IDPs who live in temporary accommodation centres (TACs) in the Republic of Ingushetia. They are identified and selected by a joint SDC/Ingush Government commission. A total of 177 private family houses (single and semi-attached) were built by SDC during 2003-2008 in six different settlements of Ingushetia. In May 2009 SDC started construction of 42 more houses in Plievo Municipality which will be ready by end of 2009. The Ingush Government provided land and established the infrastructure.

Chechnya

Rehabilitation of Education Facilities and Schools in Chechnya

School in ChechnyaDuring the hostilities in Chechnya in 1994-1996 and 1999-2002 almost all educational institutions were partially or completely destroyed. In the past 3 years the federal government, under a special program, implemented a number of measures aimed at the rehabilitation of educational facilities and the establishment of a normal educational process in the Republic. One basis to guarantee peace and development of any society is good education of its members. Therefore the organization of a proper educational process is very important in today’s Chechnya. The overall project goal is to ensure children and youth with the possibility to attend school classes, to study and to develop themselves. SDC encourages this education objective by contributing to the rehabilitation of some heavily damaged schools. School No. 39 in Grozny with over 1’000 pupils as well as School No. 3 in Assinovskaya have been rehabilitated with SDC funds. In August 2008 SDC started reconstruction of the partially damaged school Sodovoe, which is located in the outskirts of Grozny and accommodates currently over 520 pupils.
