Project synthesis
The CEAP was established in 1987 as a formal bursary non-governmental organisation that supports education, outreach and pastoral academic support projects in order to ensure holistic bursary support. Its work focuses on helping students in high schools, technical and tertiary institutions.
Strategy/Objectives
CEAP´s overall goal is to ensure that quality education is accessible to disadvantaged students wishing to study at high school, or desire further education and training as well as higher education, thus contributing to the development of human resources.
This goal will be reached by contributing to the establishment of bursary support, which in addition to financial support includes the provision of social and academic support. CEAP also enables rural communities to be active participants in the country's education and skills development initiatives.
Target group
CEAP supports students from disadvantaged communities; in particular those from the rural areas, and women, to enjoy access to good quality education in both school and at tertiary levels. Students are assisted through bursary outreach projects, toll-free telephone lines as well as support services. Activities and Expected Results
The expected results will include: · Emergence of a clear model for Further Education and Training (FET) bursary support that addresses the needs of communities which most of the beneficiaries come from by supporting the FET Bill designed to ensure that skills development becomes a key component of South African education. · tertiary bursary recipients will receive social and academic support, in addition to financial assistance. CEAP will also solicit the assistance of the private sector so those students can be exposed to apprenticeship and learner interpersonal skills. · tertiary students will be mentoring high school bursary recipients and other community service activities, enabling rural communities to be active participants in the country's education and skills development initiatives. · the rural outreach programme will build links with community structures and grassroots institutions in the rural areas. · rural students will be reached through the outreach programme and be assisted with funding for pre-registrations costs and requirement such as application forms and accommodation.

Project duration
SDC supported CEAP through CARITAS from 1991 to 1995. Since 1996 SDC has funded CEAP directly. The project was in its third phase, and had the duration of two years, 2000-2002.
Funding CEAP received R2.8 million for 1997/8 and R1.12 million in 1999. For the final phase R2.5million was allocated over two years.

CEAP is based in the Cape Town. Its operations are in the Western Cape and the Eastern Cape provinces.
