
Project synthesis
The Centre for Citizenship Education and Conflict Resolution (CCECR) is a statutory body created by the Free State Legislature to develop and provide education, training, information and advice with regard to democracy and human rights. It also provides conflict resolution and mediation service to deal with conflict arising from discrimination, minority protection and political transformation
Strategy/Objectives
The overall goal of the project is to contribute to a culture of citizenship and human rights through the education system in the Free State province. The specific objectives of the project are:
• To develop mechanisms for the provision of citizenship education at school level in two districts of the Free State Province. • To create training and awareness on issues of citizenship education to the officials of the Department of Education and educators with a view to improve general knowledge on the issue and commitment to providing training at school level.
Target group
The project targets coverage of two of the five districts of the Free State in Citizenship, Democracy and Human Rights training. Through the immediate establishment of training mechanisms in collaboration with the Department of Education over the next one and a half years, it is expected that the Free State province will have acquired skills and resources to cover the rest of the province. The project will speed up the implementation of Citizenship education and empower the facilitators and educators for relevant learning areas.
Activities and Expected Results
CCECR will be implemented in three stages in two of the five Education districts in the Free State Province, namely Motheo and Xhariep. The Department of Education will subsequently use it as a model for implementation in the other districts • The first stage of the project, which will take six months, will focus on the development of training materials and orientation of participants. • The second stage focuses on training of the departmental officials and educators as master trainers. The Department of education has selected 408 educators from Motheo district and 150 from Xhariep district to be trained by CCECR. • The third and final stage embraces support, monitoring and evaluation by CCECR and the Department of Education. Trained educators are visited in their training sessions by CCECR and the department official, and are given necessary support.
Partner
CCECR reports to the Free State Legislature and Office of the Premier. Sound working relationships have been established with the other NGOs, the departments of Education, Local Government & Housing; Social Development, Safety and Security, as well as Government Information and Communication Services.
Project duration
The program will run over a period of 22 months, from September 2002 - July 2004.

The entire budget of ZAR1’800 000 million is contributed by SDC. Geographical area
The CCECR project is implemented in Motheo and Xariep districts in the Free State province.
